2022-23 YSBA RELEASE POLICY

     14U and Above
  • Tryouts for teams may start as early as the day following Labour Day.
  • No Local YSBA Release is required the day following Labour Day through October 31st. (Must reside within the YSBA Boundaries)
  • Any player signed by a team during this period will be deemed to have a Local Association release.
  • A player requesting to be signed after October 31st will require a Local Association release. If the requested release is denied, the Rep appeal process is available.
  • Player that resides outside of the YSBA Boundaries must obtain a release from there Local association & the Affiliate association prior to attending tryout

     12U / 13U
  • Tryouts for teams may start as early as the day following Labour Day.
  • No Local YSBA Release is required the day following Labour Day through October 31st. (Player must reside within the YSBA Boundaries)
  • Once a player is offered, and accepts, a spot on a team other than their home Local Association, a request must be made to the YSBA for Affiliate Approval, which will be granted.
  • A player requesting to be signed after October 31st will require a Local Association release. If the requested release is denied, the Rep appeal process is available.
  • Exceptions:It is understood that the playing rights of a player, who tries out for one or more AAA/AA team(s) and is not selected, will remain where they were as determined by section RP1.5 (b) of the Baseball Ontario Constitution and By-laws of the Rep Division and the Rep Playing Rules.
    • Any 12U and 13U player from a B Center or lower playing on a Classified Single A team during the regular season, may only receive a release if that player is trying out for a team that was classified AAA/AA the previous year and has no intention to drop down to Single A.
  • Player that resides outside of the YSBA Boundaries must obtain a release from there Local association & the Affiliate association prior to attending tryouts.

     11U and Under
  • No change to current YSBA By-laws.
  • Player that resides outside of the YSBA Boundaries must obtain a release from there Local association & the Affiliate association prior to attending tryouts.

     8U / 9U
  • No 8U/9U player will be provided a Release unless there is, a) no Rep team in their home Local Association or b) they have been cut from the home Local Association team they tried out for.
  • Player that resides outside of the YSBA Boundaries must obtain a release from there Local association & the Affiliate association prior to attending tryouts.

     PLAYERS WISHING TO LEAVE YSBA
  • Any player, whose playing rights are held by a Local Association within the YSBA, requesting to be signed by a Local Association outside of the YSBA will require a release from both their home Local Association and Affiliate Association (YSBA) at all levels, except Junior and Senior.

YSBA Bylaws - Section 19  -  Player Transfers and Releases
(d) Application for a Release (for movement outside the YSBA)
(i) All players shall tryout with a team within the YSBA boundaries other than their previous season’s team, before pursuing a release to play outside the YSBA boundaries.
 
(ii) A player requesting a release must complete a YSBA Request Release Form  and submit it to the Chair of the YSBA Policies & Procedures Committee. The Chair will review the request to determine if additional information is required, there is sufficient information to process the request or a Release hearing should be scheduled. The Chair will forward to the YSBA Board of Directors (for review and approval) any request for a Release out of the YSBA.
 
NOTE: A YSBA Release request will not be reviewed until the applicant has been granted or denied a release from his Local, or until the passing of thirty (30) days from the date on which the release was requested (as per section 19(b)(iv)).
 
Section 19(B)(iv) - Any player who has requested a release from their Local and the release has neither been granted nor denied may apply directly to the YSBA Policies & Procedures Committee no earlier than thirty (30) days from the original request date to their Local.
 
(iii) Releases will not be considered unless the player has received all the required releases as described in Section 1(a)(i).
 
(iv) All requests must be received by the YSBA on or before June 15th .
 
(v) If approved, the release will be issued within 72 hours of the decision of the YSBA Policies & Procedures Committee.
 
(vi) If the release is denied, the player may then appeal to the Chair of the Technical Committee of the OBA.
 
(e) All requests for YSBA Releases will be acknowledged within seven (7) days of the receipt of the request. Hearings will be held as per the schedule release by the YSBA Policies and Procedures Committee.
 
(f) No release hearings will be heard from the period June 15th to Labour Day each calendar season.

  • Any player requesting to be signed by a Local Association within the YSBA, whose playing rights are held by a Local Association not a member of the YSBA, will require a release from both their home Local Association and respective Affiliated Association at all levels, except Junior and Senior.

SECTION RP1.14 ELITE BASEBALL LEAGUE OF ONTARIO
Tryouts and Releases Policy
 

p.    Except as set forth in clauses RP1.14 q) and r), any player signed by an Elite team will be deemed to have a Local Association, and where required an Affiliated Association, release as long as the applicable Affiliated Association has agreed to participate in the EBLO. (The YSBA participates in the EBLO)

q.    A 15U team, which proposes to sign more than 2 14U-aged players to its roster, and all players intending sign with such team are not entitled to rely upon RP1.14 p) and will require a Local Association and, where required, an Affiliated Association release (YSBA). To be clear a 15U team may have more than 2 14U-aged players if it complies with this clause RP1.14 q).

r.     A player requesting to be signed by an Elite team after the second Sunday in September (Sept 12th 2022) will require a Local Association and, where required, an Affiliated Association release. If the requested release is denied, the Rep release appeal process set out in RP1.6 is available.

s.     It is understood that the playing rights of a player, who tries out for one or more Elite team(s) and is not selected, will remain where they were as determined by section RP1.5 b) (See below) of the Constitution and By-laws of the Rep Division and the Rep Playing Rules.

SECTION RP1.5   PLAYERS CHANGING TEAMS/RELEASE/TRANSFER POLICY
      1. A player’s playing rights are held by: (i) the Local Association(s) where they reside as set forth in RP1.3 and RP1.4; and (ii) the Local Association where they played the previous season if the player obtained all necessary releases under this section RP1.5.  At the Affiliated Association level, a player’s playing rights are held by the Affiliated Association(s) where they reside as set forth RP1.3 and RP1.4.
