24. Player Transfers and Releases
a. Divisional Restrictions
i. Players playing at Pee Wee or below may not transfer to another Local Association without Permission to Transfer from the YSBA except as noted in paragraph (d) of this section.
ii. Minor Rookie Ball players may not transfer to another Local Association even if they are planning to play at the Senior Rookie Ball level.
iii. Players Minor Bantam up to Junior may transfer from one Local Association to another Local Association within the YSBA by obtaining a release from their home Local Association. When a player has played outside his home Local Association and wishes to go to another Local Association outside of his home Local Association, releases are required from both the Home Local Association and the Local Association for which the player last played.
iv. Players Minor Bantam up to Junior may apply for a release from the YSBA, upon
receiving all the releases as described in 24.a.iii.
i. Players apply directly to the Chair of the Policies & Procedures Committee in writing for either a YSBA Release or a YSBA Permission to Transfer depending on the age of the player.
ii. Any player who has requested a release from their Local Association and the release has neither been granted nor denied may apply directly to the YSBA Policies & Procedures Committee no earlier than 45 days from the original request date to their Local Association.
c. Denial of Local Association Release
i. If a player is denied a Local Association release, they may appeal directly to the Chair of the YSBA Policies & Procedures Committee.
ii. The Chair of the YSBA Policies & Procedures Committee will set up a hearing of all the parties to review the facts and render a decision. The Chair will provide a schedule of hearing dates.
iii. If approved, this grants the player a release from their Local Association ONLY. If they are Minor Bantam or older, they will have to submit in writing a request for release from the YSBA
iv. If denied, the player may then appeal the decision to the Chair of the Technical Committee of the Ontario Baseball Association.
d. Application for Permission to Transfer
i. Players must still get a release from their Home Local Association before the YSBA Policies & Procedures Committee will entertain any application.
ii. A player Pee Wee age and below may apply for Permission to Transfer under the following conditions:
1. There is no Rep team for that age group in the Home Local Association
2. A player has not been offered a spot on a team in their Home Local Association after attending tryouts.
In addition to these conditions, the YSBA Policies & Procedures Committee may review other factors in determining whether or not a Permission to Transfer should be granted.
e. Application for a Release
i. All players shall tryout with a team within the YSBA boundaries other than their previous season’s team, before pursuing a release to play outside the YSBA boundaries.
ii. A player requesting a release must complete a YSBA Request Release Form and submit it to the Chair of the YSBA Policies & Procedures Committee. The Chair will review the request to determine if additional information is required, there is sufficient information to process the request or a Release hearing should be scheduled.
Note: An YSBA release request will not be reviewed until the applicant has been granted or denied a release from his Local Association.
iii. Releases will not be considered unless the player has received all the required releases as described in a (iii).
iv. If approved, the release will be issued with 72 hours of the decision of the YSBA Policies & Procedures Committee.
v. If the release is denied, the player may then appeal to the Chair of the Technical Committee of the OBA.
f. All requests for YSBA Releases will be acknowledged within 7 days of the receipt of the request. Hearings will be held as per the schedule release by the YSBA Policies and Procedures Committee.
g. No release hearings will be heard from the period July 1st to September 15th each calendar season.
